WS & The Niger Delta Initiative
TO: Professor Wole Soyinka
SUBJECT: The Proposed Niger Delta Intervention by Nobel Laureates
DATE: 15th June 2006
Dear Prof,
Pursuant to our last meetings and communications, please find herewith a précis of suggested basic activities that you and your Nobel Laureate-colleagues may want to undertake for a comprehensive picture of the Niger Delta reality to better enable you intervene positively in the region towards expediting JUSTICE, PEACE & SUSTAINED DEVELOPMENT in this beleaguered region of Nigeria:
A. VISITS TO SELECTED COMMUNITIES FOR 1st HAND ASSESSMENTS
One recommends that you all begin this intervention by, first, gaining an on-the-ground insight into the realities of the communities that make up the Niger Delta. The following communities are very representative of the generality of communities in the Niger Delta:
· Akwa-Ibom State – Odio, Eket LGA; Iwuochang, Ibeno LGA
· Bayelsa State – Oloibiri, Ogbia LGA; Odi-Kolokuma, Opokuma LGA
· Cross River State – Ikang, Akpabuyo LGA; Bakassi, Odukpani LGA
· Delta State – Obotebe, Burutu LGA; Okerenkoko, Warri S/W LGA
· Ondo State – Akpata, Ese-Odo LGA
· Rivers State – Kula, Akukutoru LGA; Nkoro, Opobo/Nkoro LGA
· Edo State – Ofunama, Ovia S/W LGA
B. NIGER DELTA TOWN HALL MEETING (approx. 200 Participants max.)
This will allow for you and your colleagues to interface with representatives of all major stakeholders (from governments, through MNCs, to leaders of the communities) in the Niger Delta before you enter into any more intimate meetings, as will be decided by you. To confirm details of this THM one needs very urgent details as to when the commission will be in Nigeria, when you would want the THM to assemble, and whether you wish to be assisted in any way towards the logistics etc. of the programme. To ensure the security of the commission and participants, there may be the need to enlist the support and cooperation of both government and the militants in the region. To this end one strongly requires the earliest possible empowerment so as to commence groundwork immediately, for this THM hold, hopefully in the New Cultural Centre, Yenagoa, Bayelsa State.

C. POST-THM BILATERAL/MULTILATERAL MEETINGS
You and your colleagues may next wish to hold more intimate and in-depth dialogues one-on-one with fewer representatives of major interest groups/sectors [e.g. Youths, Elders, Women, Militants, Governments (all tiers), IDAs, and Oil industry et al.] as you will deem fix.
D. OTHER ACTIVITIES/INTERVENTIONS
The commission will independently decide and unfold whatever plans etc. it may wish to deploy to best achieve its objectives, following above, and other, foundational activities it may decide to be party to.
WS, one cannot preempt the deliberations and decisions of the “commission”, but advises that one be empowered with a comprehensive brief as to exactly what is requested of one, plus the resources to enable the earliest commencement of the necessary processes to ensure a secure, successful and sustained intervention by you and your globally respected colleagues of this unique and independent commission.
Thank you, sir, as one anticipates your early and comprehensive response to this missive.
Sincerely yours,
TONY I. URANTA
